IPCC stands for Intergovernmental Panel on Climate Change
The Intergovernmental Panel on Climate Change (IPCC) is the international body for assessing the science related to climate change. The IPCC was set up in 1988 by the World Meteorological Organization (WMO) and United Nations Environment Programme (UNEP) to provide policymakers with regular assessments of the scientific basis of climate change, its impacts and future risks, and options for adaptation and mitigation.
Climate change deniers could easily argue that the organization is already biased because it is to assess the science related to climate change. Scientists are supposed to go where the science leads and not presume an outcome. There are groups who agree that this is a biased start. (See What climate change deniers say.) The golden standard for Science is that it is unbiased. This would not be an unbiased presentation if only the evidence for climate change were to be presented. Also if the purpose of the reader is to learn about the science behind climate change then it is important to learn about every perspective. By learning about all perspectives gives strength to any argument.

Governments want to know about what is happening in their respective countries and the world. They need to know this in order to know how best ( we might not agree that that is the case but for here lets look on the bright side) to develop and implement policies. Fluctuations in climate and specific weather events have an enormous affect on people, land, industries and economies. Being about to have know in order to make the best prediction about the weather patterns in the short term and climate in the long term is very important and mistakes cost a lot.
